Lightly grease 9x13. Mix butter, sugar and milk in a heavy 3 quart sauce pan; bring to full rolling boil on medium heat stirring constantly. Continue boiling 5 minutes more on medium heat or until candy thermometer reaches 234 degrees. Stir constantly to prevent frmo scorching. Remove from heat.
Gradually stir in chips until melted. Add remaining ingredients; mix well. Pour in 9 x 13. Cool at room tempurature.
